Standing Up For Taxpayers

An estimated 28,000 individuals in Illinois currently hold valid Paid Tax Preparer Identification Numbers (PTINs) with the Internal Revenue Service (IRS)—the only requirement for individuals who prepare tax returns for compensation. While some preparers are regulated as certified public accountants (CPAs), enrolled agents, or tax attorneys, these account for only 40% of PTIN holders. Though a majority of consumers believe that their preparers are licensed, almost 60% of PTIN holders have no such certification and are not subject to any federal minimum competency standards.
